Help build a battery charger,?

Hi folks, I know very little about electronics, but I'm hoping someone can help or tell me to some resources. Basically, I need to build a battery charger. I want the battery from a solar panel that I have with a USB connector on it. the batteries only have to be small, as some members of AA or something. power output must also be a USB to my phone. Hence, 2 USB connectors are needed, does anyone elighten me on how to do this. I need a PCB for other components, resistors, etc., to get the right voltage? Any help would be great! Thanks
