Check the solar panel connection?
I have two pairs of panels of different voltages. Each pair of panels (both sets have up there) are connected in parallel, then each pair is connected together in parallel. The new panels are 41V and higher reading 20V. I think we're wired for the voltages are regulated to 12V in each panel before then can be connected in parallel. So there should be a sum of the currents. The problem I have is, why how the new panels are 41V reading in parallel, when the maximum rated voltage is 16.5 V per panel. Even if connected in series that only total 33V. Second, The indictment filed by the battery is 30 mA. Both during the peak sunlight. The link to the wiring diagram gives a "page not found" 404 error. It would help if you draw connections voltmeter and readings in the diagram, if you have not already. Only the description, I think you have the two pairs of panels connected in series or you're reading the panels and the battery in series. Are you sure the battery draw is only 30mA? Car-type batteries generally have the load currents in amps, milliamps not.
