However, it is possible to buy most of the materials. The basic materials needed to build one are: a piece Table of copper strip, a small solar panel, some wire, batteries and a battery holder. You also need a blocking diode that prevents the waste energy.
Next you need to consider is the tools you may need to buy. As mentioned you may need to buy a soldering iron, but they are fairly inexpensive and easy to locate.
